JOB SUMMARY
The Accounting Officer (AO) shall be responsible for the administration of the accounting system and records as a whole. The position is responsible for managing PICCI’s financial records, ensuring accuracy in day-to-day bookkeeping, and maintaining compliance with the PICCI Polices and Guidelines, Commission on Audit (COA), Bureau of Internal Revenue (BIR), Philippine Accounting Standards (PAS) and Philippine Financial Reporting Standards (PFRS) and other financial regulations. The position shall assist with the strategic financial reporting and shall review all accounting matters before submission to the Comptroller for signature and approval. Also, this position collaborates with the internal and external auditors during periodic financial reviews and audit.
DUTIES AND RESPONSIBILITIES
- Supervises and monitors regularly the performance of the Accounting Division.
- Coordinates with other departments/divisions of PICC from prompt and accurate accounting of financial transactions.
- Implements internal revenue regulations on various taxation matters such as corporate tax, value added tax (VAT), vat withheld, expanded tax and percentage tax.
- Checks and verifies monthly bank reconciliation statements.
- Coordinates with Bangko Sentral ng Pilipinas (BSP) Comptrollership Sub-sector in relation to financial reporting requirements for consolidation with BSP.
- Coordinates with COA regarding all monthly, quarterly, semi-annual and annual reportorial requirements.
- Coordinates with various offices in relation to COA audit findings and compliances.
- Coordinates with BIR regarding tax issues and findings and compliances.
- Conforms to PICC policies, rules and regulations.
- Directs, guides, trains, motivates staff directly supervised and evaluates their performance.
- Within established limits of authority, performs various administrative functions, such as reviewing and approving transaction, disbursements and others.
- Performs other related duties that may be assigned or delegated by the Department from time to time.
SKILLS/QUALIFICATIONS GUIDE
Education:
- Bachelor’s degree in Accountancy and must be a Certified Public Accountant (CPA)
Experience:
- Ten (10) years of work-related experience, five (5) years of which are in the supervisory position
- With broad knowledge on Taxation and Commission on Audit Rules and Regulations
Skills:
- Knowledgeable on the different phases of accounting operations;
- Knowledgeable on government policies and regulations;
- Knowledgeable on taxation and generally accepted accounting principles;
- Knowledgeable on the preparation of financial statements
